I don't think the op said anything about what his chl instructor taught him and I didn't see where the trooper said he could carry in the post office.
If someone with a chl has to stare at someone's gun and a trooper said it was ok, maybe the ordinary person wouldn't notice it. Kind of like the clips on my crossbreed holster.

I don't think I would be inclined to say anything in that particular circumstance. I also would not have brought it to the attention of the other employee by focusing on it do closely. If its in a holster or other carrying "case", I would have just kept a general eye on him and let it go.
If it was just stuck in his waistband, I would then be more concerned and watched him closely and told the other employee to get ready to call 911.
