I spent 10 years working for a city. I am more surprised when they don't screw something up and they tend to think the law doesn't apply to them. I have seen many laws blatantly broken.

Btw, Alliance is owned by Ft Worth. IANAL but secured area or not, 30.06 does not apply since it is owned by the city. This is simply a case of either ignorance or disregarding the law and people's rights.
