The IRS has been shown to be involved in illegal targeting of political adversaries in what would appear to be an effort to throw an election. So he goes out there and throws a little gasoline on the smoldering TM/Z issue to try and distract from the criminal actions of his administration and possible election manipulation.
As an aside he need to comport himself with the dignity of the office in which he has found himself. He has not they far seen fit to do so,
