Texas law has allowed travelers to carry handguns without regard to concealment for a long time.

Someone riding a horse from Abilene to Amarillo 100 years ago would have been traveling.

The 2005 modification of the law says that a person is presumed to be traveling if he is in a privately owned motor vehicle, the weapon is not in plain view, and several other conditions.

That doesn't contradict the older intent of the law. It's an addition.
