Moving to Texas would almost certainly affect their staffing. How many of the current employees can afford or desire the move? And how many have spouses who work, etc.

I can see moving some of it, at least the official HQ, to Texas, but most of it will need to stay in DC, IMO. As pointed out, that is where their primary mission now (lobbying) is.
