One of the tricky ways to check on a 51% limit is to use the TABC public inquiry system. It has one method to help you rule out a sign, though a lack of this means nothing.

In this case, it helps. The trick is to see if the location has an FB type permit. Bagpipes has one. This is a food and beverage certificate and it means that they get more than 51% sales from food. If they have an FB they can never have the 51% sign up legally.

The reason this is not a firm answer is that an FB is an optional certificate and not required. So not having it does not mean anything, but having it does.
