As a retired officer with both, I recommend he get an LTC also. Point out to him that the laws forbidding LTC carry specifically say when carrying under the authority of the LTC. He is carrying under the authority of the retired ID so they bans do not apply. He does have to be careful to remember that the law requiring him to present the LTC does apply to him also, since it says if you have an LTS and are carrying a weapon on or around you. No penalty right now for not ID'ing but it is something he needs to remember.

In addition to helping with purchases, point out to him that it gives him one extra coverage. PC 30.05 has an exception for active peace officers and one for LTC carriers. But there is no exception in it for retired officers. This means that for him, a sign saying no guns has legal effect as a criminal trespass warning. If he gets his LTC, then he is covered by the second exception and may enter with his pistol if he so desires. It is a very unusual case, but it might help make up his mind.
