Yes, the RSO screwed up big time, and thank God it didn't cost a man his life. He's thinking to himself "Man I keep picking up brass and it just keeps raining down out of the sky... This must be my lucky day!!"
It reminds me of the time I took my youngest son to the golf course on a Sunday afternoon to get 9 holes in. We were hooked up with a couple of other guys. when we got to the green everyone marked their ball with coin. My son didn't realize what was going on and started picking them up as he exclaimed, "look at all the money." Fortunately the guys thought is was funny, so laughed it off and we carried on.
