I actually just got back from there. I'm assuming you want to open carry due to not have a lisence with reciprocity to allow you to cc there? I oc'ed once while I was there and everything was fine. I was also in a very rural area in the southeast part of the state. I have read about horror stories where people in Cincinnati have been detained and possibly arrested for the "inducing panic" law. Constitutional carry is 100% legal though and they can't prosecute you for it. I guess it just depends on where you do it at. Like any other open carry state, some areas are more friendly towards it than others.
