There are no regulations I am aware of.
My wife regularly carries her pepper spray on the exterior strap of her purse.
She did tell me that sometimes people are surprised by it and perhaps it bugs her a little when people ask, but this is actually a good chance for a BRIEF* one sentence or two opportunity to educate them and anyone listening on being prepared or defending oneself from criminal attack.
* This needs to be somewhat prepared, as a book I read once discussed the "elevator conversation" -- e.g., when you only have a few seconds to make a favorable impression on a decision maker -- you meet the CEO on the elevator and he/she ask, "What's the situation with the big project?" or something else. You cannot go into a long presentation but you can quickly give him/her one or two pieces of information and maybe a recommendation or get his/her interest in learning more...
