I believe it meets the definition of shoulder holster. The U.S. military has referred to the M7 as a shoulder holster for 70 plus years. I'd call that definitive.

I don't know what Kenai means, but why would you want to be a hard target? IANAL, but I would say it doesn't qualify.
Galco describes their rig as a shoulder holster, so that should be okay.
Kenai, pronounced Key Nye, is a peninsula, census designated place, and township in Southern Alaska.
