Yes, early in the session I believe several universities came up with "estimates" of the financial impact of allowing campus carry. Some were in the hundreds of millions of dollars per year. Total bull.

The conference report linked above (unless I misread it) now give the college the authority to create rules that forbid me from carrying on the parking lot and grounds in return for a theoretical right to carry in buildings only on campuses that decide to allow me that privilege.

Unless I am mistaken, this is a major step backwards, not forwards.

You're confusing campus carry (whose still-pending bill has been amended to a 9/1/16 start) with open carry (which was amended to a 1/1/16 start).
