I was also born overseas, though as a US citizen. I sent in a plain photocopy of my Certificate of Birth Abroad. That seemed to be sufficient, and I was never asked about it. If you weren't born a citizen, they might be more strict on having the copies certified. EDIT: just read your post stating that you were a military brat born overseas. Just photocopy your Certificate of Birth Abroad, and you should be good.
