I don't know about Utah, or, for that matter my home state of Texas. But here, you cannot have a conviction expunged w/o a Pardon from the Govenor...that sounds kinda political doesn't it?

You can have an arrest expunged, providing there was no conviction or plea of 'guilty', 'no contest, ( which is really a guilty plea).

You can't un-ring the bell, or erase history. But you can have an un-substanited arrest expunged. The key word there is 'arrest'', not a finding of 'guilty'. Be warned though, it does not evaporate in smoke. The arrest was a public record and may have gotten into other, non-governmental databases (bonding agents, insurance companies, search engines, etc.) before the judical expunction order was signed and implemented.

In the eyes of some folks, an accusation (read..an arrest) carries the same weight as a conviction or a plea of guilty.
