That's an interesting question. I'm not sure whether the powers assumed by the lieutenant governor when the governor is out of state include the power to call or add to a special session. Of course, since Perry isn't leaving until Sunday, this is probably a moot point--that would leave only ten days (or less) to address any issues added by Dewhurst.
On a related note, there are rumors brewing that Perry is about to add more issues to the call. Whether any of those issues relate to firearms remains to be seen.
