I agree with you, it is your responsibility for the performance and use of the tool, thus it is also your responsibility of the tool when not in your possession. The wife and sister-in-law should not have tampered with the tools of his trade without his supervision and knowledge.

He should have a conversation with both and explain how serious the situation is and could have become. Also explain that if the sister-in-law is anti-gun or afraid of guns, then don't come on his property. This is the same attitude that anti's have with pro-guns.
