Actually no license required to OC in NM, although the only time I did it I felt like I had painted a big target on my back the instant some gang banger types came into the business I was shopping at. They walked in, noticed my gun, talked among themselves for about a minute then fled the store. But then again I was in Hobbs so it could have been much worse.
