I'm sorry but don't see anything in Tommy B's statement that justifies accusations of theft or intentional wrong doing. Based on what and how stated above, it could even have been a civilian clerk rather than an officer, with out any idea of where the bullets were, who returned the items and as a result conjectured as to why they weren't being returned.

Although I realize that pinning on a badge doesn't necessarily mean ones honest, I'm suprised at the number of posts here that seem to assume the ammo is missing due to theft. WHat ever happened to innocent until proven guilty?

You might ask your friend if his 23 had been fired. Some LE offices have a policy of running ballistics on any gun taken into custody. It shouldn't take a full magazine to do it but it could be one possibility.
