True, a 911 operator can't order you to do anything. He has a perfect right to go out. He had a justificat to prevent a serious crime. He only fired when he realized that he had become the target of the attack. (According to the LEO witness.)
Mr. Horn had the right to go out, but was WARNED several times that going outside of his house would put him in danger of being attacked by the burglars or being shot by responding officers. He CHOSE to put himself in harms way and for what? A bag of loot?
