Most 'big name instructors' cost $700 for 20 students in a big class, $14,000.

Yes, I know it goes into the general fund but I don't think the legislature intends to lose money on the CHL program. :) I bet they are making money on the $25 they charge vets.
The FBI charges $25 to check the fingerprints that are sent to them.

DPS has to create a curriculum. Salaries, supplies, perhaps pay expert, etc. Then a lesson plan, power points, etc. Rent training space, handouts, create and make tests, answer sheets. There will be a cost to open and run the range.

Gasoline and vehicle costs

Ammo and salaries for DPS employees used as test subjects for review testing

You really think the small fee covers the costs? You also know your fees go into the general fund, right?
