Sounds like typical bureaucracy to me.
No additional time, just adding info about retention and why it may be wise to use. Not a big deal.

Training of departments I believe, but I'm not 100%. If I recall the bill's author himself filed the amendment, so there must have been ample reason.

I don't see four months as that big of a deal.

An amendment was added to push the date back. I believe it would now be 1/1/16.
