You've got it backwards. You are a modern dude trying to figure out 150 years of parliamentary procedure. ;-)

If I understand correctly, 2/3 of the Regents of the university have to vote to "opt out." So campus carry is on the premises unless they take action. Right now, universities and colleges have to "opt in" for campus carry (on premises) to be legal, and none of them have done this.
IIRC, at least the Student Senate at A&M voted to opt-in but not sure about the institution as a whole.
They may have, but it was only an expression of support, it had no legal effect.

How did that happen? it was like the Dems just rolled over. What the what???
They used a rule where 25 members can vote/sign/something and end all debate and amendments and force a vote immediately.
Talk about pulling a rabbit out of a hat.

Just remember, the Republican leadership arranged for them to win. There's a reason this bill was parked for over two months after it came from the Senate, and it wasn't because there were too many resolutions honoring John Wayne that had to be heard first.

Re: SB11 Campus Carry House Floor Debate 5/26/15

My understanding is midnight it the deadline for considering SB 11, but does it have to be voted on by then, or just under consideration by midnight?

We’re now on SB19, amendment 24. #txlege Then SB9 is back (we think), then #SB11, campus carry.

@davidSrauf @RafaelAnchia 19 amendments left to hear. #TxLege
If that's th case might as well call it a night.
Why so pessimistic?

These last minute bills take a lot of finessing. It's not like it's been sitting the in the House for over two months.

What? oh. :banghead:

Ruark wrote:Amendment 22????!!! You know, if a bill has to be modified that much, it was poorly written in the first place and should be taken down.
Not really. You're assuming that the purpose of the amendments is to make it better, not weaken it, make a point, or delay it or other bills. The bill could be "perfect" and someone would be throwing out amendments to keep from getting to SB 11.
