After the first of the year, I would like to make some inquiries.
It would seem that if even a private university failed to do the statute-required consulting, and tried to simply banned licensed carry by fiat, then the legal effect would be the opposite -- licensed carry would be legal across the entire campus. It would take a lawsuit to get them to acknowledge this. More likely they would put together a sham consulting process with a pre-determined outcome, and that would be harder to deal with, but would seem to be a violation of the law's intent that should be brought to the attention of the Leg in 2017.
