A Class A license is for establishments that server alcohol for on premises consumption, that only allow adults. That's their way to define bars while not outlawing restaurants for carrying.

The boats and the casino areas at horse race tracks don't allow minors, hence my guess is that they'll have a Class A license. There are clear borders within the premise between the general area and the gambling areas so that minors can be in the hotels and restaurants, but not in the gambling areas. You can carry all day long in the food courts, hotel lobby, etc., but basically wherever you see personnel that are carding for age, you can't carry. IANAL, and I'm not a resident of Lousiana :woohoo but that's the way I treat it when I'm there.

My wife's from Vinton, I've been to these places more than I care to know even though I don't gamble.
