I realize you might not be able to clarify that until after the session has ended, but I see two possible interpretations of that:

1. If the spat between House and Senate doesn't get resolved soon there won't be enough time to amend HB910 and get it through concurrence vote in the House
2. Patrick wants to pass HB910 without any amendments so that he gets credit for getting Open Carry to the governor (versus House getting credit for Open Carry AND Campus Carry)

To pass Open Carry the Senate just has to vote on HB910. If that doesn't happen, the blame will most definitely fall on Patrick.

They're R humans, not robots. Humans like to take credit for things (which is why R Senators want House to pass SB17, while R Reps want Senate to pass HB910).

Lawmaker jumped the gun on campus carry deal claims
"I don't know of any deal. He's premature in talking about that. I will confirm that was one scenario that was discussed," Estes told the Chronicle. "The main scenario is to get the Senate bills moving. How long they been sitting over there? Two months?"

Fletcher on Thursday denied he said he made a deal with Estes and Birdwell on the gun bills. The Austin-American Statesman quoted him Wednesday as saying, "I just went over there and made a deal with Estes and Birdwell."

He told the Chronicle, "There is no deal. There was a discussion about the options we have (and) they both agreed they were OK with it."

Interesting development:

Path forward remains unclear for so-called ‘campus carry’ proposal
Rep. Allen Fletcher, the House’s author of so-called “campus carry,” told multiple news outlets on Wednesday that he had struck a deal to fast-track the proposal by attaching it in the Senate to another high-profile gun bill that’s already been approved by the House.

But maybe not so fast.

Sen. Craig Estes – who would carry the other bill, open carry – said on Thursday that Fletcher was “a little premature in that analysis.” He said pro-gun lawmakers were indeed looking at multiple possibilities to move forward, but that “nothing has been decided.”

And Estes, R-Wichita Falls, was quick to point out that the House could still act on the Senate’s versions of campus carry and open carry.

House Calendars Committee Chairman Todd Hunter said earlier in the week that he wasn’t sure when campus carry might reach the floor. He said the hold-up was just a timing issue, as the panel might look to group several gun bills onto to the same day.
Is Strauss capitulating to save face from being outmaneuvered? Sounds like a standalone Campus Carry bill (SB11 presumably) might actually hit the House floor after all.
