New owners do get their own plates. Every vehicle i have ever traded in or sold i took the plates off and left with them. Otherwise the dealer or new owners take forever to get it out of your name. I learned this the hard way when a ford dealer decided to drive my trade in thru toll booths over ten times. As far as fines for no frt plate go i have been stopped dozens of times over 20 years and never got ticketed for it.

Im for no front plate too. they get in the way wheile working on an engine. ive torn more pants that way. they do ugly up the front end. they are not cost effective and there for serve no point.
I have been pulled over on many occasions for no front plates on my mustang. They use it as an excuse to go fishing but always let me go when the see the old bald guy roll the window down (tinted windows). I used to work nights in the bad parts of town so they assumed I was a kid looking for trouble is my best guess. The officers were always friendly and I never got a ticket.
