This doesn't sound right, is it?
Just put a leash on the dogs, and let them go about their business, as long as they stay in your yard.
:rolll
My wife asked me if we could do that. I'm not sure if they would stay in their yard because they're trained to walk to the edge of our yard and sit so I can put the leash on him and once the leash is on they can leave the yard.

I've had a dog since I was 5 years old. My dogs are trained and don't bite.
You've been educated by animal control that not everyone shares your opinion. Next time it just may cost you some coin.
And I'll pay it in pennies
:rolll

That was awesome! I'm a rule follower for the most part but when someone comes onto my property and tells me how to run my home I take issue with that.

You're very well trained dog will do what it wants when it wants you have the illusion of control.

You have been wrong before this time you've out done yourself

...The amendment also added to its existing leash law. It now states: “It is unlawful for any owner to allow an animal to chase vehicles or molest, attack or interfere with other animals or people on public property, be at large or fail to keep an animal under restraint in a securely enclosed or confined area and in a manner that will isolate the animal from the public.”

The amendment also changed the definition of “at large” and “under restraint” to make the requirements more strict.

Dogs must now be on a leash or behind a fence while on or off property. Previously, a dog could be off leash if under effective control, such as voice command.

These changes come in light of an increasing amount of incidents reported of animals at large acting aggressive toward residents and other animals....

The dog catcher "caught" my dogs in my front yard

The dog catcher drove by while I was working in the garage and the dogs were out front, she stopped and brought them home  she told me it's against the law to have dogs off leash while in the front yard of your own property.

This doesn't sound right, is it?
