DPS will reinstate the license if the charges are dropped or you are found not guilty. They can also do it for being charged with a violation under Texas PC 42.01
DPS never asks for the return of an old license when the re-issue for name or address change.Also remember that changing your name or address falls under 411.181 and modifying from NSA to SA falls under 411.184. I hear DPS wants you to return the old license if you change your address but the law doesn't require it. 411.187 says they can suspend it for not returning a modified license as required by 411.184(d) which is NSA to SA only.
