Here's another article about ATF 'non-arrest'. It says they were on campus for "Project Safe Neighborhoods training". The caption of the photo says he was not arrested, but his position under the ATF officer's knee looks pretty serious.

They were probably working a case and ran the plate. Notice they followed the car and did not try to apprehend. They probably called HPD to do a stop, but the shooting happened first.skerbo wrote:This is what really interested me.
