Personally - I think the number of drunken jerks with a legally obtained driver's license and still driving is a bigger threat to public safety than some nut job that managed to obtain a CHL. Police are on the hook for this one for not checking joe-wanna-be when he suddenly showed up at a scene wanting to play cop the very first time.
