CleverNickname, you mean RED license (in this case), right?
I won't comment on wether it's just a side effect of sloppy legislation/regulation, or a deliberate shell game, but it IS one of my pet peeves.
For instance, a museum some number of times a year will have an opening for a new exhibit/artist, or has their annual gala fundraiser. This can be anything from wine & cheese up to a fullblown alcohol selection that would put a nightclub to shame. (got to 'lubricate' those donations to keep them flowing).
The museum, being in the museum business, not the bar business, has a contract with a local caterer. The caterer has to get a TABC license for that location, and because the events are the only thing the caterer does (revenue stream) AT the museum, it's a 51% license. So now the museum is a valid 51% location during the 6 times a year the caterer is there for events. And because the address on the TABC permit is the museum's address, the building is a 51% location when they're open to the public during their regular hours when the caterer ISN'T there. And when the museum is closed. And when the local elementary school is touring the exhibits, or participating in a student art contest. Or when you're just popping in to buy a Van Gogh postcard from the gift shop in the lobby.
Now, the Kimbell apparently doesn't want to appear "declasse" so they put up some weasely decal signs on the front window that allude to the language on valid tabc signs. They could be forthright about it, hang the red tabc 51% sign in the front window, and proclaim to the world "we're a bar!". But they didn't. If I wanted to indulge my paranoia, I might wonder if there's not a tabc 51% sign hanging, say, in the service corridor the caterer uses to go between the exhibit hall and the back parking lot where they park the catering truck.
In short, it's slimey, it's deceptive, it's untidy, and it's stuff I can't enunciate because of the forum rules. It's every bit as annoying to my OCD tendencies as the tabc blue locations that stick a red 51% sign in their window, rather than being forthright and putting up a 30.06.
