I was in a similar situation. When I applied for my CHL I still had a temporary Texas DL. The only issue was that I needed a photo ID [used my Passport] to get my signature notarized. In fact my DL didn't even show up on the DPS computer so the CHL Trooper doing my background check called to me fax a copy. Nobody asked to see a lease or utility bills. I got my CHL in 63 days.
