That was not a factor in my decision. For three months, after I moved to a new house, Time-Warner kept billing me for cable services at my previous residence. Eventually they turned me over to a collection agency for not paying for services that I did not use. I could never talk to anyone who would correct the problem so I refuse to do business with Time-Warner or whatever they currently call themselves.

I've been happy with Verizon DSL. I don't upload files, so I have no idea about speed. Downloading and surfin' speed is fast enough for me.
