This is factually INCORRECT, I have been stopped and asked if I have my weapon prior to giving my DL or CHL to the officer, so it does show up in some form or fassion.
I have been stopped and asked if I had a weapon prior to having a CHL.

I think your instructor was wrong. The CHL is linked to the drivers license of the CHL holder, not the license plate of a car.
