I read "A tire deflation device."
Truck drivers, correct me if I'm wrong, but, I know a lot of drivers, carried, what I heard referred to as a "thumper" which they would use to "thump" their tires to see if they were low on air. It was a short wooden stick, similar to a baton, that they carried in their cab. It would also make a great "attitude adjuster" if need be.

Which is the reason that gang bangers are such big golf fans that they carry their favorite nine iron everywhere they go just in case they happen to come across a driving range new to the 'hood and feel the need to hit a couple of buckets of balls.

Yes. While carrying a baseball bat, is not illegal, since it was not designed, as a club, once it is used as a club, it becomes prohibited. The same is true, of a hammer, tennis racket, golf club (although the name, is kind of ominous) or, crowbar.
