Some people are just not fit to live in polite society. If he has expired paper tags on his vehicle, and parks it on the street, that is a violation. Contact the enforcement agency and report him. If you haven't already, I would suggest security cameras. Get with your other neighbors, and form a watch group, taking shifts, to watch the others homes, and property. Video any interactions with this cretin, including his stare down techniques. Immediately report, and document, any threats, or trespassing, committed by him. If law enforcement doesn't take action, you and your neighbors can file a class action suit. This guy is a bully, and has just now been called on his behavior. The only way to get him to relent, is continually standing up to him.
I hope everything works out, but keep your head on a swivel, and watch your back.

All has to be done before the dog can be released, dog has been impounded since I was granted a hearing. Plus they pay the impound fees.
It would be cheaper to put that dog down, and buy a cocker spanial.
My dogs are just my alarm system. I don't expect, nor have my dogs, been trained to protect me, or mine. My grandchildren play with my dogs. The worst thing that may happen, is that they get too many "sugars" because my dogs think my grandchildren taste good.
I hope this convinced your village idiot, that a vicious dog, does not make you a tough guy, but based on his reported attitude, and arrest record, he may be a slow learner. Keep your head on a swivel, and your carry gun within easy reach.

You definitely showed more restraint than I would. People who don't keep their dogs restrained
( no matter the breed) are not only irresponsible, but believe they are somehow not required to obey laws for living in a civilized society. I try my best, to get along with everyone, but I would not hesitate to drop an aggressive dog, who is threatening me or mine. My dogs, are kept inside a fence, with measures taken to prevent them from even digging out. My dogs are not aggressive, but if they should get out and appear threatening to anyone, I would fully expect them to be shot.
