you haven't contributed enough. when you reach a certain post count, then that little tag under your screen name will change from Junior Member to Member. then you can post in the Market.
We get a lot of people that only post just enought to make that quota, just to try to sell their wares.
this rule at least keeps people from starting an account to sell something, and never checking out any of the rest of the forum.
