I had a guy who was irritated at me for parking in the street in front of his house. He started throwing nails under my tires. Well, after 2 flats, and my sister's double blowout, we finally got the guy on tape throwing nails under my truck. Police took it into custody, and worked up the charges.

If the police and DA had done every thing correct and slam-dunked the guy on criminal charges, you would have gotten nothing out of it. You'd still be out the tires. This is the problem with calling for criminal charges (where "the state" is the "victim"). The actual victim receives no compensation in a criminal case; fines go to the state.
