Why would you rely on police and criminal charges? He committed a tort against you, and you should have sued him civilly. Probably small claims court, at that level.

If the police and DA had done every thing correct and slam-dunked the guy on criminal charges, you would have gotten nothing out of it. You'd still be out the tires. This is the problem with calling for criminal charges (where "the state" is the "victim"). The actual victim receives no compensation in a criminal case; fines go to the state.
