You're legal to possess a firearm in the U.S. because of the hunting licenses. Texas doesn't care about the Form 6; importation is between you and the ATF (in cooperation with the State Department).
Texas recognizes the Utah and Pennsylvania licenses, so you're perfectly legal to carry in Texas.
