As for the original topic: no, such signs do not apply to CHLs.
As for the bigger issue: Sam's is the only place I have any tolerance for these checks, because they only count the number of your unbagged items, instead of comparing them to the receipt.
At other stores, especially if I pay with a card, I immediately stick the receipt in my wallet. I do not dig it out just because someone is employed to check it.
I will show a receipt if the alarm goes off, because that does give the store reasonable cause to believe I'm in possession of something I didn't pay for.
Still, it irritates me, because Wal Mart doesn't even check the accuracy of the receipt... they just write down the receipt number in their little log book, and let you continue on out the door. I suppose they cross-reference that, to possibly discipline cashiers with a high incidence of failing to deactive inventory control devices. Since that's not my problem, I don't like being inconvenienced for it.
