No, he was a South Korean with an immigrant visa (green card). As such, he was legal to buy and possess guns and ammunition.

But your point is still valid: gun control laws (including Virginia's one-handgun-per-month rule) didn't stop this tragedy. The incident is more proof that gun control is a failure.
