It was introduced in 2015 but only made it out of the first committee in April when it was way too late and the speaker at that time, the sexting pervert RINO didn't care to get it moving. If I recall in 2014 in the big pro gun bill that passed something was included to allow for MO ccw permits to be used in place of NICS but Chris Koster nor did anyone follow through and the ATF acts clueless when asked about it. If I'm correct it took Texas a long time to pass concealed carry by electing a republican governor finally (Bush). Missouri had a similar fight.
