Even if the newborn has birthright US citizenship, that doesn't confer any rights or privileges on her parents, nor does it preclude the government requiring the parents to return to their home country when their tourist visas expire.

I agree with lightning, not thunder.
If the US becomes an offshore tax haven for Europeans, that doesn't mean the foreigners have any greater ability to meddle in USA elections than they already do, or more than the USA meddles in other countries' elections for that matter.
It will be interesting, however, to see what other countries do if the USA becomes an offshore tax haven. The MCAA requires sharing information between signatory nations. The USA is not a signatory and doesn't have to share information BUT that also means other countries don't have to share information with the USA. Shades of the tariffs/trade war.

I think the US should stay out of other countries self-inflicted problems and protect ourselves by refusing to import their problems here.

I don't know about that. However, if somebody's "refund" is larger than the income taxes withheld, the excess is welfare in a thin disguise.
