They make it sound like shooting the prisoner in the head behind the camp would've been fine except that he wasn't on the CIA's list, which is the exact type of centralized thinking that plagued our efforts in Vietnam, from LBJ picking bombing targets down to analagous situations with the Phoenix program. The real failure here appears to be that the command structure wouldn't listen when the accused told them that the prisoner was in fact a threat.
