As an example, those responsible for picking up the trash on Wed and Sat at my home kept leaving the emptied trash receptacles in front of our automated gate - thus blocking it. I created a sign in English politely requesting they leave the emptied receptacles on the other side of the gate.

Response: They kept leaving them in front of the automated gate.

As for Danpaw being insensitive, I have another perspective.

When people travel to foreign lands it's incumbent upon them to be culturally sensitive to the host country.

America is the only country I'm aware of whereby cultural sensitivity is reversed...
