To be fair, though, 50 gallons per person per day is very reasonable and easily doable if you're a midget who doesn't shower or brush regularly and always uses paper plates and utensils when eating.
Read it again - not per person per day, per residence (aka water meter).
It makes as much sense as school taxes being on residences rather than per student. :evil2:
