We were having issues with fake accounts and spammers using VPN’s to log in awhile back, so there were sets of IP’s that got blocked. Not sure about the Dallas IP range, but you might see if you can get your VPN to do a pass-through of your real IP for this site.

There is no requirement for you to provide any type of aid in any situation unless you are a first responder. I will only be making sure the scene is secure and safe, not going to risk injury or death from someone who has already displayed their intention to do such to me.

Looks like if they have stated this on their website, then notification has been made. If the AG’s office gave them a waiver, then I believe the AG is in violation.
