Just what I suspected, it was the misdemeanor drug conviction issue. However, glad to see they have decided to hold of on changing things, at least for now.

With a quick glance, I can see two: One is the 21 year old requirement (we issue to 18 -21 year olds with military service) IANAL, but I think the Wyoming Controlled Substances Act of 1971, W.S. 35-7-1001 through 35-7-1057 stipulation includes misdemeanor offenses which make you ineligible for life where we would allow them a license after a time of no other conviction.
