Notice it is stated: • other ID cards issued by a state or the federal government that display the person’s photo, name, address, date of birth, physical description and signature.
This would include a CHL.

I think it depends on what you are trying to do. A valid ID can defined as many things. A good example is that TABC rules don't define what a valid ID is. Also, I know of no law that states a bank can only accept a current drivers license as a valid ID. it may be their private business rules, but not law. If they write in their rules that a valid ID is a piece of paper with your name and Mickey Mouse's picture on it, then that is their form of valid ID. I am pretty sure the CHL is a valid form of ID per the state guidelines. However, any private business can decide that they don't want to accept it, just as they wouldn't take an expired drivers license.
I can't understand the expired DL not being accepted; all they are looking for is something that shows your name and picture. I have had places accept my company ID as a valid form of ID, and I am sure that IT is not a legal on defined by the state. I have also seen people use a credit card with their photo or a Sam's club card as a second form of ID at places. LOL
