With a Texas CHL he will just have to make sure he doesn't carry into a building or onto grounds where a school sponsored event is taking place. His wife is a teacher, so it might be a good idea for him to just get the TX one in case he happens to end up on school property.

This is factual. However, there are some differences when carrying. If you have a Texas resident CHL, then you are exempted from the Gun Free School Zone and can carry on school property per the guidelines for a Texas CHL holder. A non-resident license does not grant you that exemption.
Also, if stopped, a LEO may not be as familiar with a non-resident license being valid for a Texas resident and there may be some explaining to do. Many folks carry a copy of the reciprocity agreement with them.
Other than that, it is valid and quite a few folks carry every day on non-resident licenses.
